When this is active, Slimes will never be completely full, even if you feed them their favorite food. The VacPack will look broken and withered when this is active. The farther away from the ranch you are, the more likely you are to get electrocuted. At worst, you will get electrocuted and be sent back home. At best, they'll only deal 5 damage in quick succession. It will also malfunction, causing sparks.
